TSAC Program Descriptions

Air Pollution Control District
The Air Pollution Control District (APCD) is a local government agency that works to protect the health of the people and the environment of this county from the harmful effects of air pollution. TSAC funds an APCD Inspector located in the northern part of Santa Barbara County. The Inspector responds to complaints, surveys air pollution sources, performs public outreach, and enforces the APCD's air pollution rules.

Adult & Aging
The Adult & Aging Network provides community services to older adults with severe chronic disease or disabilities, and to their families and caregivers. TSAC funds Network reports on the health status of older adults in Santa Barbara County, community forums to educate the public and service providers, development of a survey tool to collect data on tobacco use, and Network Policy and Advisory Committee meetings.

Dental Care
TSAC funds reimburse the costs of dental care provided to children from birth to age 19, who are not eligible for Medi-Cal, and whose families' income falls below 200% of the poverty level. Treatment is provided at the Denti-Cal rate of reimbursement of up to $300 per child. In certain circumstances, additional treatment is authorized that exceeds the Denti-Cal reimbursement.

Hospital & Emergency Room Services
TSAC funds reimburse hospitals for the costs of providing care to the uninsured. Hospitals submit claims for reimbursement at Medi-Cal rates, with an emphasis placed, wherever possible, on tobacco-related health problems. Hospitals receiving TSAC funding include Goleta Valley Cottage Hospital, Lompoc District Hospital, Marian Medical Center, the Rehabilitation Institute of Santa Barbara, Santa Barbara Cottage Hospital, Santa Ynez Cottage Hospital, and St. Francis Medical Center.

Multi-Agency Integrated System of Care
Multi-Agency Integrated System of Care (MISC), a program of the Alcohol, Drug and Mental Health Services Department, coordinates services provided by public agencies and community-based organizations. TSAC funds are used by MISC to address the needs of children and youth that are at-risk for out-of-home placements, psychiatric hospitalization, arrest, abuse, and school failure. Services are provided countywide through three regional clinics in Santa Maria, Lompoc and Santa Barbara.

Project Clean Water
Project Clean Water (PCW) is a coordinated effort of government agencies, community groups, and individuals working to find solutions to the contamination in local creeks that has resulted in water quality problems and postings at local beaches. The PCW program funded by Tobacco Settlement dollars is engaged in the reduction of public health risk by improving water quality throughout our local watersheds (and storm-drain collection systems). This water quality improvement is accomplished by assessing and monitoring water quality, removing pollutants and their sources, and providing water quality education to County staff and the general public.

Substance Abuse Treatment Court
The Substance Abuse Treatment Court (SATC) was developed in response to the startling rise in substance abuse-related crimes such as domestic violence, burglary, and street crime. SATC provides treatment to clients convicted of drug-related crimes as an alternative to incarceration. TSAC funds a portion of the services provided by SATC, including smoking cessation treatment and counseling. SATC is guided by close working relationships between the criminal justice system and the alcohol and drug treatment community.

Specialty Care
TSAC funding reimburses medically necessary specialty physician services* for patients who are uninsured and not eligible for publicly funded programs. Funded services include specialty surgery for needs of an urgent, emergency, or traumatic nature. Referrals may be made directly from any Public Health Department clinic. In addition, specialty physicians may bill directly for uninsured patients seen in the hospitals or in their offices for uncompensated care, after making a reasonable effort to bill the patient and obtain reimbursement. Claims are paid at the Medi-Cal rate of reimbursement.

*Specialty physician services include: neurosurgery, oncology, anesthesiology, orthopedic surgery, gastroenterology, cardiology, and general surgery; emergency room physicians, family practice, and internal medicine are not included.

Tobacco Prevention Settlement Program
The Tobacco Prevention Settlement Program of the Public Health Department has the goal of protecting the public from the harmful effects of tobacco. TSAC funds allow expanded tobacco prevention services in the following areas: helping those who currently smoke to quit, teaching youth and other non-smokers about the effects of tobacco use and secondhand smoke on health, and supporting enforcement of tobacco-related laws. In addition, the program works with over forty subcontractors to carry out these objectives, and to develop a local media campaign and an integrated surveillance and evaluation system to monitor tobacco use and its effects countywide.
