TSAC Performance Measures
FY 2001-2002

Tobacco Prevention Settlement Program

Cessation:
By June 30, 2002, 25% of the 100 tobacco users who participate in cessation programs (offering classes and pharmacological aids) will report being tobacco-free at 3-month assessment and 18% will be tobacco-free at 6 months.

  • Provide 2 to 6 cessation classes in each of the following communities: Carpinteria, Santa Barbara, Lompoc, Santa Maria, Guadalupe and within the unincorporated areas.
  • Establish subcontracts with 3-7 agencies or individuals to provide cessation services by September 2001.

Enforcement:
Increase compliance with California's Smoking in the Workplace Law (Labor Code 6404.5) in bars and restaurants in Santa Barbara County from 79% (2001) to 90% by May 2002, and strengthen sections of local clean indoor air ordinances, if applicable.

  • Conduct 1-3 surveillance activities in bars and restaurants as a measure of compliance with state and local tobacco control laws.
  • Encourage worksite and local policies that reduce environmental tobacco smoke (ETS) from entering workplaces from outdoor areas, with an emphasis on college and university campuses, as measured by improvements in 2-4 clean outdoor air policies countywide.

Media:
Thirty percent of 250 young adults (ages 18 to 24) surveyed in March of 2002 will be able to identify and recall the main message and/or image of the local media campaign, and recall the medium where it was heard or seen.

  • Continue to measure participation in local cessation programs, and/or calls to the Helpline during times when specific cessation media messages are being promoted to determine if enrollments/calls increase during media saturation.

Evaluation/Surveillance:
Local data on tobacco prevalence among adults will be reported by September 2001 and thereafter collected tri-annually, with baseline data to be provided by fall of 2001. Prevalence data on adolescents will be collected bi-annually with baseline data to be provided by fall of 2001.

  • By August 2002, provide a report to the Board of Supervisors on baseline adult and adolescent tobacco use prevalence data.
  • Continue to work in partnership with the California Department of Education and local school districts to achieve uniform bi-annual survey administration countywide of the California Healthy Kids Survey (CHKS).
  • Develop a surveillance mechanism specifically designed to assess tobacco use among adults, 18 to 24 years old.

Youth and Special Populations:
Increase the number of youth who participate in tobacco prevention and/or awareness activities by 25% by May of 2002.

  • Execute 10-15 subcontracts with tobacco-related scopes of work, with each contract having a minimum of one outcome or process-based performance measure by October 2002.


Trend Line Indicators: 5 to 10 Years
April 2001

  • Increase the number of quit attempts among adult tobacco users by 20% from baseline (September 2001), with data to be collected and reported tri-annually.
  • Reduce sales rates of tobacco products to youth from 38% countywide (2000) to 10% by April 2004, with reports to be provided annually.
  • Reduce 30 day tobacco use rates among 9th graders by 2% - 5% from the baseline (2001) by 2005, as measured by data collected from California Healthy Kids Survey (CHKS), providing bi-annual reports each fall.
  • Reduce the adult tobacco use smoking rate by 1% - 3% by September 2007. Survey adult smokers tri-annually to track any changes in smoking prevalence: 2001-2011.
  • Respond to 100% of an estimated 55 complaints associated with liquid waste discharges to creek and/or ocean water within 24 hours.
  • Collect and analyze water samples from 15 watersheds in South County and 2 watersheds in North County during 4 wet weather events.
  • Provide watershed educational experiences to an estimated 1,000 school-aged children.
  • Prevent pollution from flowing into creek and ocean waters by removing accumulated sediment, metals, litter and trash from 35 lane miles of roadway in unincorporated areas of the County prior to at least 4 predicted storm events.

Hospital & Emergency Room Services

  • Provide an estimated 400 patient days using Medi-Cal per-diem rates for hospital inpatient care for adults and children who are uninsured and not eligible for publicly-funded programs.
  • Track tobacco-related ICD-9 and/or DRG's to determine the types of illness requiring hospitalization for patients with no health care coverage.
  • Provide outpatient hospital services to 50 unduplicated patients who are uninsured, indigent, and not eligible for publicly-funded programs.

Specialty Care

  • Maintain the full range of available specialty care services for an estimated 1,500 unduplicated MIA eligible adults.
  • Provide access to needed specialty care on referral from PHD clinics for approximately 75-100 uninsured, indigent adults and children who are not eligible for publicly-funded programs.
  • Reimburse specialty care providers for services rendered to approximately 150-200 uninsured, indigent adults who don't qualify for publicly-funded programs in the hospital or in a private practice setting.

Multi-Agency Integrated System of Care

  • Provide access to needed mental health services for approximately 250 unduplicated children and youth who are uninsured and not eligible for publicly-funded programs in the MISC Program.

  • Maintain the number of new out-of-home placements at or below 125 in FY 2001-02 for children in the MISC Program.
  • Maintain the number of new psychiatric hospitalizations in FY 2001-02 below 100 for children in the MISC Program.
  • Continue to assess tobacco use on client intake and at annual reassessment, and provide smoking cessation referrals to an estimated 250 clients in the MISC Program.

Substance Abuse Treatment Court

  • Provide a training update, or newly train, 100% of 20 to 25 employees and interns on methods of incorporating tobacco use cessation into SATC treatment plans and counseling content.
  • Collect information on tobacco use for an estimated 90% of 275 (or 248) total enrolled SATC clients.
  • Incorporate tobacco cessation goals into the treatment plans of an estimated 45% of 125 (or 56) total enrolled SATC clients that smoke.
  • By end of June 2001, demonstrate decreased nicotine use for 25% of 86 (or 22) SATC graduates as indicated by self-reporting.
  • Maintain level of SATC program graduates at 31% of 275 (or 86) clients.

Adult & Aging

  • Produce a second annual Adult & Aging Network Community Status Report to inform Santa Barbara County about the status of older adults and adults with disabilities.
  • Sponsor 7 community forums to educate the community on issues concerning older adults and adults with disease or disability, including tobacco-related illness.
  • Continue to educate 95% of 60 member agencies on available service delivery programs for older adults and adults with diseases or disabilities throughout Santa Barbara County.
  • Increase Network membership by 10 agencies that represent the disabled community.
  • Using the uniform tobacco use survey tool, collect and compile data from Network member agencies on tobacco use by their consumers, and incorporate this information into the 2002 Community Status Report.

Air Pollution Control District

  • Respond to 80% of citizen complaints on air quality in northern Santa Barbara County within 3 hours of receipt, and 90% of complaints within 24 hours of receipt.
  • Identify an estimated 10 - 20 sources of toxic air pollution through community surveillance in northern Santa Barbara County.
  • Identify the number of violation notices issued and estimate the amount of associated pollution prevented in northern Santa Barbara County.
