Breastfeeding & WIC The Santa Barbara County Public Health Department Nutrition Services/WIC Program has a strong breastfeeding component with the goal of increasing initiation and duration rates. Nutrition Services/WIC currently has numerous Lactation Educators (LEs) and three International Board Certified Lactation Consultants (IBCLCs). Each WIC site also has one or more breastfeeding counselors. WIC participants receive prenatal breastfeeding classes and breastfeeding and phone calls, as well as, breastfeeding support.
