Medical Marijuana Identification Cards

The Boards of Supervisors authorized, January 3, 2006, the Santa Barbara County Public Health Department to implement the State Medical Marijuana Program (MMP). |

| The State MMP will be available at the Santa Barbara County Public Health Department (PHD) effective February 2, 2006.
The State has mandated a necessary fee increase in order to comply with with Health and Safety Code 11362.755(a) of Senate Bill 420 (Vasconcellos, Chapter 875, Statutes of 2003), which requires the Department’s ID card implementation, development, and support activities be fully fee supported.
New fees effective 04/1/07 :
Non Medi-Cal beneficiaries - $161.00
Medi-Cal beneficiaries - $80.50
In order to comply with the 30 day processing time we will only accept applications (based on current fee scale) until March 16, 2007.
We will resume accepting applications (based on the increased fee scale) on April 1, 2007 |

Proposition 215, also known as the Compassionate Use Act, allows the medical use of marijuana in California. |

SB 420 assists law enforcement in identifying those Californians who were protected by the Compassionate Use Act. Also, SB420 required the State of California Department of Health Services to establish and maintain a statewide medical marijuana identification card and registry program for qualified patients and their caregivers through their county of residence. Participation in the program is optional. |

What does this mean for applicants?:
- PHD will accept and verify application information
- Information will be forwarded to the State MMP for card issuance
- State cards will be sent to PHD for distribution
- Current MMID will be honored until card expiration
- Fees for the State card: Non-Medi-Cal: $108.00 and Medi-Cal recipients: $54.00. As of March 1st, 2007, fees for the State card: Non-Medi-Cal $161.00 and Medi-Cal eligible $80.50
- When applying for a Caregiver card, the patient must accompany their Caregiver
- Each Caregiver card represents one patient
- Each Caregiver-patient card requires payment
- This State card will be recognized by other county Law Enforcements
- PHD may deny an application because 1) applicant did not provide all the required information, 2) PHD determined some of the submitted information was false, or 3) the applicant did not meet the required criteria: Health and Safety Code: Section 11362.74 (a)
- An appeals process for denied applications is available
