Nancy Lapolla, MPH
Director of EMS

Nancy has over 20 years experience in public health. She has a Bachelor of Science degree in Communication Health and a Master degree in Public Health.
Ms. Lapolla has been with the EMS Agency since 1994, and the EMS Agency Director since May 1998. As a Director, she has overall responsibility for emergency medical services system. She provides leadership for the EMS staff and for the EMS system.
Responsibilities include:

  • Coordination and monitoring of county-wide EMS system
  • Fiscal oversight
  • Development and implementation of plans and policies for emergency medical operational and training needs
  • Actively participates in the Emergency Medical Services Administrators Association of California
  • Participates on various State EMS Authority committees
  • Act as EMS liaison with governmental agencies and public officials
  • Chairs various EMS committees
 

Angelo Salvucci, M.D.
Medical Director

Angelo Salvucci, M.D., F.A.C.E.P., has over 20 years as an emergency physician and has been the Medical Director for the EMS Agency since 1990. Dr Salvucci's current positions include Assistant Clinical Professor of Emergency Medicine with the University of Southern California, and chair of the California Commission Emergency Medical Services, representing the emergency medical systems Medical Directors Association of California enable him to bring continued expertise into the County's local EMS system. As Medical Director, he is the physician responsible for medical oversight of all aspects of the emergency medical services system.
Responsibilities include:

  • Development of medical protocols and policies
  • Reviews medical incidents and makes recommendations regarding outcomes
  • Acts as EMS Liaison with local physician and public officials
  • Represents County at State and local meetings
  • Actively participates in the Emergency Medical Directors' Association of California
  • Directs research relative to emergency medical services in the County
  • Chairs various EMS committees.

Performance Improvement/Trauma C

  • Responsibilities include:
  • Coordination and oversight of the EMS Agency's Quality Improvement Program
  • Coordination and oversight of trauma data collection system
  • Monitoring trauma facilities' compliance with contract requirements
  • Evaluates date and prehospital reports for system effectiveness and proper medical care. Prepares periodic reports reflecting trauma systems operation and patient outcome.
  • Develops and assures compliance with treatments protocols, policies and procedures
  • Monitors prehospital care and triage patterns for consistency with establish protocols
  • Chairs the Continuous Quality Improvement (CQI) Committee
  • Functions as staff to the Trauma Advisory Committee and the Trauma Review Committee and prepares all necessary documentation and reports for same.
  • Serves as a liaison on all CQI and trauma related matters for the EMS Agency with all external organizations - assists with coordinating prevention activities with trauma system hospitals
  • Periodically reviews and makes recommendation for changes to the Santa Barbara County Trauma System Plan and Quality Improvement Plan.
  • Translates relevant scientific research knowledge into trauma system operations.

 

Marc Burdick EMT-P
CQI Program Coordinator

Marc Burdick joined the EMS Agency in 2002 as a CQI Coordinator. He has worked in EMS for 12 years in Massachusetts and more recently Summit County, Colorado where he was a CQI Coordinator and Critical Care Paramedic with Summit County Ambulance. Mr. Burdick is a graduate of the Wilderness Paramedic Education Program at Colorado Mountain College as has previously worked as a Search and Rescue Paramedic and professional ski patroller in the Rocky Mountains and Beaver Creek Resort. He is also a graduate of the Critical Care Paramedic (CCEMTP) program through the University of Maryland-Baltimore County. In Colorado, he developed new treatment and inter-facility protocols and monitored a large scope critical care program. With Summit County he additionally served as a Field Operations Supervisor and Field Training Instructor as well as an adjunct faculty at Colorado Mountain College. Mr. Burdick was recognized in 2001 by Summit County for his efforts in establishing a CQI Program. He graduated in 1990 from the University of Massachusetts-Amherst with a degree in Human Biology. Mr. Burdick is also currently an instructor for the Northern California Training Institute in their EMS Programs in Santa Barbara County.
As the current CQI Coordinator for the Santa Barbara County Emergency Medical Services Agency, Mr. Burdick's responsibilities include the following:

  • Coordinate systems for evaluating EMS dispatch information.
  • Assist with implementing an emergency medical dispatch system for the Santa Barbara County Public Safety Dispatch Center.
  • Serve as a key liaison with Providers in the on-going development of CQI Programs.
  • Continue patient outcome data projects with local hospitals and data vendors.
  • Participate with other projects as assigned through the Director of the Santa Barbara County Emergency Medical Services Agency.

John Eaglesham, EMT-P

John Eaglesham joined the EMS Agency as a Contract Compliance and Performance Improvement Coordinator after working over 26 years as a paramedic and administrator with American Medical Response. John brings a wealth of knowledge and experience to the agency having served two years as Chairman of the Board of Directors for the California Ambulance Association, one year as Vice Chair and several years serving on the Education, Legislative, Finance & Budget and Reimbursement Committees. In addition to his responsibilities as Regional Director of Operations in Santa Barbra County, John spent several years overseeing ambulance operations in Tulare County where he assisted in the system upgrade of EMT-II to Paramedic. Following this, he directed high performance prehospital care operations in Monterey and San Benito Counties.
Responsibilities include:

  • Initiating contracts with EMS providers
  • Evaluation and review of data and performance of advanced life support provider agencies
  • Monitor trauma facilities' compliance with contract requirements
  • Monitor prehospital care and triage patterns for consistency with established protocols
  • Review and update existing agreements as necessary
  • Function as staff to the Contract Compliance Committee preparing all necessary documentation and reports for performance improvement
  • Coordinate the performance and the activities of the Medical Reserve Corps, and the EMS Maddy Fund

Jessica Osborn, BS
Emergency Planner for Public Health Preparedness

Jessica Osborn was inspired to pursue a career in emergency medicine after several interactions with emergency first responders in her youth. In pursuit of her interests, Ms. Osborn volunteered at a VA hospital during high school and, in college, became involved in a social service project providing medical and dental care to impoverished families in Mexico. Shortly after graduating from Westmont College with a degree in Biochemistry, Ms. Osborn joined Santa Barbara’s Public Health Department as an Emergency Planner for Public Health Preparedness. Ms Osborn’s responsibilities include:

  • Updating and writing portions of county response plans including plans for crisis and emergency risk communication (CERC), Avian Influenza response, strategic national stockpile (SNS), and Public Health Department disaster response.
  • Reviewing and revising data, policies and procedures within the communication section of the PHD Disaster Plan.
  • Developing and maintaining bioterrorism infectious disease fact sheets and other relevant technical information for use in public risk communication during a terrorist event.
  • Inventorying and organizing the Departmental Operations Center
  • Organizing participants and materials for public health emergency response trainings, drills, and exercises.
  • Providing general support for the Public Health Emergency Preparedness Program including creating and processing contracts, researching technical materials, creating notebooks for staff and outside agencies, and taking meeting minutes.
  • Maintaining database of foreign language skills of PHD employees and community translators, and physician specialist for PHD response.
  • Maintaining library of avian/pandemic flu community educational materials.
Reginald Vaughn  
EMS Administrative Services Clerk

Responsibilities include:
  • Provided support as assistant to the EMS Agency Director and the Professional Staff
  • Facilitates record keeping, notices, meetings, financial, transactions, and regulatory issues for EMTs, Paramedics, EMS committees, etc.
  • Coordinates schedules, meetings, conference calls, travels, committees, community concerns
  • Keeps Policy and Procedure Manual for the EMS Agency
  • General secretarial activities to assist EMS staff
